Short answer: paint, cabinets, countertops and flooring usually don't need a permit. New wiring, EV chargers, mini-splits and plumbing do. Turning the garage into a finished room people live or work in almost always does, and it can affect your parking.
California's Building Code exempts "finish work" like painting, tiling, cabinets and countertops from building permits. Electrical, mechanical (heating and cooling) and plumbing work is a different story. Here's how it breaks down for the most common garage upgrades.

Who issues the permit depends on where you live
- City of Los Angeles (Woodland Hills, Canoga Park, Tarzana, Encino, Sherman Oaks, Northridge, Chatsworth and more): the Los Angeles Department of Building and Safety (LADBS).
- Calabasas, Agoura Hills, Westlake Village, Thousand Oaks, Simi Valley, Moorpark, Camarillo, Oxnard, Ventura: each city has its own building department.
- Unincorporated areas (like Oak Park): LA County Public Works or Ventura County Building and Safety.

Why bother with a permit?
- Safety. An inspector checks the wiring, breaker sizing and connections. EV chargers and mini-splits draw serious power.
- Insurance. If something goes wrong with unpermitted electrical work, your claim can get complicated.
- Selling your home. Unpermitted work can come up during the sale, and buyers may ask you to fix it or lower the price.
Turning the garage into a room is different
Adding insulation, heating and cooling to make a home office or gym is great. Turning the garage into living space is where the rules get serious. Most single-family homes in LA are required to keep covered parking, so converting the garage into a finished room can mean replacing that parking somewhere else on the lot.
The exception is an ADU. California law makes it much easier to turn a garage into an accessory dwelling unit, and in most cases you don't have to replace the lost parking. If that's your plan, our main team builds garage-to-ADU conversions.
